Jurisdiction is not theoretical.

Foreign clouds operate under foreign law. The US CLOUD Act compels American providers to hand over data on demand, regardless of where it is physically stored. For regulated LatAm enterprise, this is disqualifying.

Regulation is ahead of the market.

CNBV, CNSF, INAI, BACEN, CMF. Data locality mandates are tightening across the region. European GDPR established the trajectory. The enterprises that architect for controlled infrastructure now will not have to retrofit later.

The infrastructure gap is the opportunity.

LatAm has the talent, the capital, and the demand. What it has lacked is the orchestration layer. Saptiva AI is that layer. Not a reseller. Not a model. The control plane underneath it all.
